


Pharmaceutical Industry Development Sector Deputy Director General
objectives
To
provide all-round support to Pharmaceutical Industry & thereby accelerate
technology transfer, achieve transformation & enable the industry to be
competitive at international level
Sectors service
·
Conduct study and research works, including market research,
that support the development of the pharmaceutical industry; assist industries
to promote the products in the domestic as well as international markets;
·
Prepare and disseminate
project profiles that may be helpful in expanding investment in the
pharmaceutical industry; conduct pilot studies for those investors desiring to
engage in the sector; follow up project implementation and provide remedies
concerning problems encountered during implementation; and promote investment
as well as assist to remove investment bottlenecks of the sector;

Advise investors
desiring to engage in the pharmaceutical industries sector in the selection of
technology, negotiation, construction, erection, and commissioning;
·
Prepare and conduct
practical training, by itself or through collaboration with other relevant
stakeholders, on technology, technical matters, marketing and management and
other tailor- made training, that assists the development and competitiveness
of the pharmaceutical industries sector and produce qualified manpower in the
sector, and issue certificates to trainees;
·
Provide consultancy
services to pharmaceutical industry concerning production process, production
planning and quality assurance; and also establish pilot plants and
laboratories to support the industries, provide international standard testing
services
·
Provide support to
pharmaceutical industries to get national and international good manufacturing
practice certification so as to make them internationally competitive;
·
Undertake international
benchmarking studies, compile best practices and technically assist the
industry to implement them so as to build their competitiveness globally
·
Provide Technical assistance for Second Schedule Tariff Scheme
certification (with MoTI) & wide range of Facilitation Services for
pharmaceutical manufacturing industry
· Formulate policies,
strategies and directives that assist, facilitation of the development of
pharmaceutical industries and upon approval prepare action plans and implement
same;
·
Conduct research and
development and identify relevant technologies applicable to the development of
the pharmaceutical industry; perform production process and product development
activities on medicines and medical supplies, herbal and traditional medicines
and beauty care and personal hygiene products, and transfer these technologies
to the industries and support them to enter the market thereafter; and also
encourage the industries to establish research and development units;
· Conduct study and
research works, including market research, that support the development of the
pharmaceutical industry; assist industries to promote the products in the
domestic as well as international markets; and work together with relevant
stakeholders in order to implement effective marketing systems in the sector;
· Collect data and
information necessary for the development of pharmaceutical industry; analyze,
organize and transfer to the data center of the sector; and disseminate them to
users, as may be appropriate;
· Prepare and disseminate
project profiles that may be helpful in expanding investment in the
pharmaceutical industry; conduct pilot studies for those investors desiring to
engage in the sector; follow up project implementation and provide remedies
concerning problems encountered during implementation; and promote investment
as well as assist to remove investment bottlenecks of the sector;
· Advise investors

Build the capacity of
the institute to international standard through twinning programs so as to
support the industry effectively; cooperate with national as well as
international public and private institutions which have similar objectives and
also encourage similar co-operation among private-sector institutions;
· Cooperate with
universities on product and human resource development, conduct joint research
activities, and also work with technical and vocational training centers to
build the human resource of the pharmaceutical industry sector at lower and
middle levels;
· Undertake international
benchmarking studies, compile best practices and technically assist the
industry to implement them so as to build their competitiveness globally;
· Support the development
of input for pharmaceutical manufacturing industries so as to ensure the
regular availability of inputs to the industries in terms of variety, volume
and quality; extend the necessary support and follow up, based on the
respective value chain of the industries, starting from raw material up to
global market, to ensure effective linkage among the actors; and also support
the linkage of small and medium enterprises with pharmaceutical industries in
terms of production, processing technology and training;
· Promote the development
of pharmaceutical industry parks for value addition and better market of the
product of the sector; mobilize and support domestic and international
investors so as to operate in the parks;
·
Establish
entrepreneurship development program and incubation centers to create new and
competitive entrepreneurs in the sector;
·
Support the development
of packaging industries to make pharmaceutical industries competitive in the
market;
·
Provide support in the
acquisition of intellectual property rights and patents for research and
technology outputs developed by the sector actors;
· Provide support to
pharmaceutical industries to use renewable energy sources so as not to cause
negative environmental and societal impact;
· Strengthen the
bio-equivalence center so that it provides the requisite services to
pharmaceutical industries so as to make them competitive;
·
Promote post-production
technologies, cold chain, ware houses, modern transport and other logistics for
the sector to preserve the quality and avoid product contaminations and
wastages during storage and distribution;
·
Build the capacity of
pharmaceutical industry associations and pharmaceutical and related
professional associations so that they play their proper role in the promotion
of trade and investment in the sector;
